Philip Lucky is an investment strategist and dealmaker with over 15 years of experience
mobilizing capital and facilitating high-impact investments across Africa. He is the Founder and
Managing Partner of Growth Partners Africa, an advisory firm focused on supporting
international investors and companies to enter and expand across African markets through
strategic guidance, investment structuring, and stakeholder engagement.
Prior to this, Philip held senior leadership roles at the Rwanda Development Board (RDB), where
he served as Chief Investment Officer and Head of Investment Marketing. In these roles, he
played a key role in positioning Rwanda as a competitive investment destination, contributing to
the mobilization of over $2 billion in investment commitments across sectors including
infrastructure, energy, manufacturing, agriculture, tourism, and healthcare. His work supported
large-scale projects, facilitated public–private partnerships, and strengthened Rwanda’s global
investment profile.
Philip has extensive experience working at the intersection of government, private sector, and
development finance institutions. He has led negotiations with international investors, supported
the structuring of complex investment transactions, and built strategic partnerships across Africa,
Europe, and the Middle East.
Through Growth Partners Africa, Philip continues to advise investors, corporates, and institutions
on market entry, investment facilitation, and expansion strategies across multiple African
markets. His work focuses on unlocking investment opportunities, navigating regulatory
environments, and connecting global capital to high-potential ventures across the continent.
Philip holds an MBA and is passionate about advancing sustainable economic growth through
investment, entrepreneurship, and strategic partnerships across Africa.
